Heat oil in a large saucepan over medium heat. Add green pepper and onion; cook and stir until softened. Stir in ground beef and cook until browned.
Add garlic and cook an additional minute, until fragrant.
Stir in chopped tomatoes, beef broth, kidney beans and season with parsley, basil, chili powder, cumin, paprika, cayenne pepper, oregano, salt and pepper. Bring to a boil.
Reduce heat to low, cover, and let simmer for at least 30 minutes (the longer it simmers, the more the flavors will meld!)
