Preheat oven to 350º and spray an EZ Foil pan with cooking spray.
In a large bowl, add the all-purpose flour, baking powder, baking soda, salt, cinnamon, pumpkin pie spice and whisk to combine.
In another large bowl, add the oil, eggs, vanilla, granulated sugar, brown sugar and canned pumpkin and whisk to combine.
Pour the wet ingredients into the dry ingredients and mix until combined.
Pour the mixture into the prepared pan and bake for 30 - 35 minutes, until inserted toothpick comes out clean.
Allow to cool completely before frosting.
